You bring up some good points. I'll try to address them all.
The goal with going official is to gain a more stable standpoint in the community, to solidify the base diplomacy for the faction, to attain an ID that represents our faction's role played technology and actions in-game, and of course to gain the ships we feel we've earned but have no way of getting.

And they don't just log their ships and leave them Afk, just to get hours. They pirate and Merc as if it was the last day. I'm deeply impressed by this group, and I can see no worthier candidate to become an official faction than Rorry's Renegades. Our server needs a faction like that. Since RR are so organized and powerful when they pirate, the traders will have get organized too. That means more RP in-game and in forum. If I didn't suck so badly on GB's, I would have asked to join you a long time ago.
Own ID and IFF is mandatory here, in my opinion. I think the stealing of tech is really interesting. I agree that there should be some nerf to it in most cases, but there should also be some improvement in some. A group like this will not only bring in a lot of cash. They would also bring in "rocket scientists", either by offering them money, or by threatening them. Just like any organized crime organisation would do. Agreed that they wouldn't have the resources and capabilities as the Houses, but every now and then, they would strike gold.
The official factions' secondary ID cannot be one which allows things that the primary ID does not. In other words, you need to drop the "mercenary stuff" in order to become official.
Furthermore, I am still unsure what you wish to achieve by becoming official, but nevertheless I wish you good luck!
^this is why our own ID would be needed. It would be comprised of something along the lines of:

IIRC it's perfectly fine. What you can't do is have a Secondary ID to access ship classes which the primary ID cannot use. The point of the secondary ID is precisely so a faction can undertake the RP activities permitted by the ID - you just can't Pirate while on a Merc, and vice-versa.

By the way, I stood a bit and thought how all this started... Not that I was ever a member of your group, but noone could expect to see the "King" who was pirating purely for fun in Sigma-13, having right now high possibilities on having an official faction on his own:D
