Base insurance is an interesting concept. It's more resilient to fraud and calculating premiums/indemnity seems easier. Location, rep/enemies, and protection (natural features, proximity to law enforcement, weapon platforms/stationary battleships) are easy to figure out at a glance. Appraising the value of the base can be determined by adding up material costs for modules, checking base storage, and getting a report of the earnings over X period of time.
Sieging bases is tough, but owners can stand to lose a lot, so you're more likely to collect on premiums more often while paying out less frequently. While you can respawn instantly and keep buying supplies for your trader, the POB time commitment alone can drive people to seek insurance. You'll probably be processing fewer claims, sparing you the headache of wading through screenshots of exploding ships.

Would be pointless, would be better to setup a "Base defence force".
That you have to pay to be part of/pay everytime they stop a siege of your base.

They don't have to be mutually exclusive. Security could be another service offered in lieu of insurance coverage - especially for high level bases where the payout is big (like private fire fighters IRL). Otherwise, if your protectors lose in PVP, they're out for 4 hours worth of sieging, you're left with a bill on top of a damaged/destroyed base, and you get no compensation.
This is going off-topic, but perhaps someone could measure the interest in the new base subforum.
