I wanted all rogue items to be moved to Buffalo instead, reflecting it as the largest unlawful base in Sirius. Idea was shot down.

Average route profits went up from $170 c/s to over $240 c/s. Most low level cargoes like consumer goods are useful now as well, because they rack up high profits over short distances - around $200 c/s - which makes them excellent bridge cargoes.
Well, as far as I know, any ideas regarding Cassini were dismissed once we figured out that the system submissions for 86 were already closed (I think).
The original idea by Del and me was that we make cassini in a functioning system like Galileo and Keplar, lanes, lawful bases and all. Implement some more Liberty-Kusari lore there and at the same time keep the whole Rogue Guard things in bases above and below the plane.
Later on the idea went poof due to the system development time. My suggestion then was to simply move all of the items to Buffalo and be done with it. It would give Buffalo a bit more meaning as well. But apparently the Rogues would lose their only shipyard as well.
Mind you that was during the time when I was leading the Rogues. After that, Nighthawk and Chris took over. Who knows...perhaps I am remembering something wrong. It has been a while.
