Well, rule 5.3 is clear. But what if you encounter an LVL25 Civilian ID'ed ship with contraband?
Let's say that player is in Kusari and carries Engine Components/H-Fuel on said ship to Bretonia. Kusari lawful
demand the usual stuff regarding contraband (fees/fines/drop/destroy/sell to next base etc). But the player
refuses to comply and tries to run.
What should the lawfuls do? Hunt him according to the contraband rules, or let him go according to the server rules?
I usually treat them the same as any other runner, with the exception that I can't shoot it. Stop it, explain the law, demand to drop the cargo and pay 500 cr fine. Drop a lane or disrupt him a few times if he tries to flee. If he stays silent and keep running, shrug it off and leave him be.
Just because you can't shoot things you shouldn't treat them as invisible. It's better if new guys first encounter roleplay while they are in rhinos, not battleships.
I stop underlevel players on my pirate. I only can't destroy them if they don't comply. You can still roleplay just can't shoot him yet. He will reach level 30 sooner or later.
