Just because democracy is being roleplayed doesn't mean that our OOC government needs to be wholly democratic. Unless you particularly enjoy never getting anything done.
Just like many real governments, it'd consist of representatives in the form of the faction leaders and their SICs. Their constituents are effectively their faction members.
Although, I'm merely a Bretonian indie at this point. I don't expect my opinion to mean too terribly much.

Actual diplomacy is impractical, but some form of increased descion making would be nice.

There is, and has been for some time, a loose government consisting of Bretonian faction leaders and players with a real knowledge of the workings and lore of Bretonia. A skype channel for this and indeed a voting centre for treaties to be passed and whatnot.
Although, to be honest, it has been quite quiet for a while now. Taking into consideration peoples RL and other commitments it can be expected sometimes.
But i am quite sure that these things are used when RP that effects the whole of Bretonia is being discussed.
Ive been wondering about this for a while... I've never seen the Queen, either in the forum RP, or ingame.
as the person all lawfuls swear loyalty too and fight to defend, "For the Queen!" i find it a little dishearting that she is never used. like ever.
And yes I know there is supposed to be parliament and whatever, but a word or two every so often from the Queen would make life in bretonia so much more fulfilling, instead of empty space, with empty government, and empty goals.
Kusari use their Emperor and that is really good to see, I'd like to see more of the Queen in Bretonian RP.
If you have the command positions from each lawfull faction in Bretonia, you can't go wrong.
It means that everybody's views are represented and by everyone adding their views should help to normalise Bretonian reactions to diplomacy towards what is best for everyone that plays there.
I actually believe that the Government should consist of representatives of any domestic faction - including the unlawful ones. Since the whole purpose of Government as OORP body is to create good roleplay environment inside a single House, there is no reason why unlawful factions should be ignored.
A Government as a political body, where players pick up roles, can be played by giving every faction a party or a spokesperson of a kind, if the faction is interested in being represented on level of game universe, not behind the scenes. Once again, every faction, even unlawful, can find their valid space among the high-ranked representatives of the state - as a political movement or as a corrupt minister. So it will fit any House, regardless of the regime.
Just to mention, I would like to see more parlament sessions in Bretonia - when something extraordinary happens - it will bring more love.

More likely, since I understand Bretonia is more open political wise than most houses, political parties representing the interests of the unlawfuls. A House of Commons, if you wish, where there is the Party in power, the Official Opposition, and everyone else.

Well, while the same Bundschuh or LWB (I don't even mention Red Hessians) don't have a legal voice in Rheinland, they still can take part in political process and be represented by loyal politicans and conspirators. The same for Kusari - though Kusari is all one big web of intrigue. Wherever the unlawfuls have something related to politics in their lore, they can claim their seat in government and take part in making decisions, as well as suggest something that makes their own roleplay more interesting and implement it with supprot of the whole House as it is. That's my point.
