This was discussed countless times. Doesn't mean that we can't discuss it again:
The decurion is piece of needless crap in the mod and the legionnaire model is ok for corsairs. This was adressed many times, yet devs seems to go "lalalala can't hear you". There was no argumented response to these questions ever. The ship itself looks nothing like corsairs would build, the moddler put useless effort and lets be honest, not the best either. And yet for some bizzare reason sairs are stuck with the crap. "Sairs go heavy" is just poor piss of excuse which has no base in game lore or anywhere.
