Is setting up a ship and ID an OORP process?

Works nearly every time, apart from when I cut through NY once with Hacker IFF, someone said "CLAIMING BOUNTY!" (I was under lv. 29) then popped me.

And that's when their bank account gets lighter, or their equipment disappears.

I also use the Recruit ID to set up ships with "complicated" background, or buy/change IDs. That way I am ooRP completely, and I have to be ignored. For example, if I want to set up a Council Pachyderme; that ship is sold only on bases hostile/unfriendly to the Council, yet the ship has no core nerf with council ID, and no inRP reason why they cannot use it.
If you don't want to RP the acquiring of the ship on the forum, the "I stole it", "found the hull adrift and my crew/friend fixed it" is supposed to be enough.
