Is setting up a ship and ID an OORP process?

For example, if I want to set up a Council Pachyderme; that ship is sold only on bases hostile/unfriendly to the Council, yet the ship has no core nerf with council ID, and no inRP reason why they cannot use it.
If you don't want to RP the acquiring of the ship on the forum, the "I stole it", "found the hull adrift and my crew/friend fixed it" is supposed to be enough.

Sindy, you can already set up your battlebison with a Recruit ID, doing so already counts as an ooRP process. Anybody yelling at you for that is either stupid or misinformed.
