Now to the problem:
The whole thing might be a bit confusing, so Ill try to explain it somehow.
Right now you seem to set "Can attack X anywhere" equal to "-May treat X as combat target".
That clears things up.
But it should be understandable, just by reading the ID.
I still think, i would need a rewording to make all of this obvious : it's confusing to see the exeption on transport on the first line and not on the third.( so you could think it means "may threat X as combat target" and therefore ignore 3.3. )
Another example that you can still make a demand ( and must if it's a transport ) to a synth vessel, even out of your zoi .
