Removing "May Engage Lawfuls" from unlawful IDs

2.Allow them to engage lawfuls even without a demand. It's more stupid to be rulewise bound to extort combat targets than it is to be prohibited to engage them and create ooRP safety zone for lawfuls to rely on rule violation reports.

I do like this. But make sure it's specific to each faction: Example: Mollies may engage BAF/BPA on-sight without a demand, but cannot do the same to Bretonian corporations or IMG?
