Yes, of course it is far more important that a few players can hold on to some in-game stations and assets, so they can wave their stuff around and create tremendous amounts of trouble, either with other factions or within their own little sphere, than having a game that actually functions well as a game.
Lyth is right about the FP, it was a good place to meet for a variety of factions, including Order.
