4.1 All attacks in Connecticut must be preceded by an agreement to such by all parties that will be involved in the combat.

Consequences:

You shot random people in Connecticut without even talking to them, they didnt like it, reported you and I took away your guns and equipment to make sure that you will think twice before you try to do this the next time.
