There is a line of code missing, which I have now fixed. Curacao will have passengers departing again. If you follow the link below, you'll find a tool that shows all of the luxury good and "people" routes available. Instructions for navigating the system are in the text box at the bottom when it loads up. Anything shown in that tool that is not in the game is a bug that should be reported. In the meantime, there are an abundance of other routes, as you'll see below.
