Removing the LWB is a trial, and I'll tell everyone now that there are not currently plans to remove any other vanilla factions from the game. Discovery is a progression of vanilla, that is true, but progression doesn't always mean everyone wins.
From a technical standpoint, we are sorely lacking in IFFs to recycle for other purposes, and we would rather cull an unused faction than break the game or see more promising groups lacking an IFF.

Incorrect. Every ship included in this update was submitted quite awhile ago. They were part of the backlog, just as the Bretonian Carrier and Battlecruiser are. Just because you did not see the Triumph and Penance plastered all over the forums doesn't mean they weren't in development limbo for 12+ months.
