I wouldn't blame it all on the dev and event teams. Almost all of these events are first time runs, trying new things. It's impossible for them to foresee everything that's going to happen, and how things are going to be abused or not. Development and event-making is an iterative process; you never get things right the first time. I think the event team should at least be given props for making the event in the first place, and not just slapping another "go here and kill this" event here and there. That said, some things should definitely be improved for the next event, and the rules must be made more concrete.
