GM enforcement looks like credits, equipment, and ships being deleted and locked up. Zoner enforcement looks like NPCs shooting at you. So, you have some weak little station pulses firing at you. As much as official factions represent the player population affiliated with an NPC faction, for an NPC faction as sparse and de-centralised as the Zoners, the official faction and the NPC faction are not the same (nor are they, in any case).

As for replication, this is a temporary measure, targeted against an official faction, for behaviour that was seen to be quite egregious, further analysis of which could be forthcoming. Perhaps the sandwich rule?
