I still believe this community deserves a win-win situation.
I do not believe sieges should be stopped. I also believe if someone pops a base in "enemy" territory that it is an act of war.
I also believe if a faction, such as Enclave in Dublin, or Hessians, or LN in their ZOI's truly wanted to keep the server population healthy they should offer reasonable terms and capture the PoB and consider it an asset.
In general, historically, an army used a scorched earth policy when on retreat. On attack they fought to capture key assets to turn them into a part of their war machine.
