What Joyce saw here was an introduction into "We will keep Barra, but we will agree to sell Crayter what should rightfully be theirs". If it was up to him, he wouldn't mind even if this was unfair, as long as Crayter was satisfied and someone else funded Bretonian reconstruction. But he didn't decide on this, the government did. His job was to secure Barra for Crayter. It was professional to hide his personal contentment with what seemed to be proposed and stay on course.
