As some sections of the Kusari Legal Codex impose restrictions that might be a burden to legitimate operations, the reformed Empire of Kusari set up a Directory to handle permits that exempt individuals from continuously seeking the approval of the law enforcement agencies for their benign activities. In addition, this directory handles every upcoming modular base construction plans since mid 829 A.S., effectively replacing the old database.

All licenses issued by the License Directory may be revoked as punishment for repeated law violations by license holders.
All licenses issued by the License Directory are valid permanently until revoked.
All licenses issued to an organization are valid for all subsidiaries of the organization. Obtainable special permits for restricted cargo, section III-1 Kusari Interstellar Codex*.

An foreign applicant must also contact the Ministry of Economy and acquire their approval prior to acquisition of the vessel.
