The law may or may not have been questionable

The law was not consistent with literally how every other House in the game is required to maintain them. There's really no question of this potentially not being the case, this was always a wilful circumvention of an established norm. Anything beyond that fact is irrelevant.

What Bretonia should have done but did not do is make a law change request and then gone about this per procedure.
