From my point of view, if that's something that happens through the RP situation in-game, then it's all fine and dandy.
From the point of view of a player, I have seen no adverse effect on the regular BHG as a direct result of the Core's RP, or the Core in general. The problems I have seen are down to the bounty system, which has been raised as an issue since Athenian first started getting the BHG up and running, and I think the S/D as well, though I wasn't part of the S/D so I could easily be incorrect about that.
Personally, I understand the bounties in Bretonia pretty much inside out, having been a hunter there for 3 years now. That means I can log on, have a bit of pew, or RP, or both, and be off again within half an hour. this works for me.
If I was a new player, I'd avoid joining the BHG. Not because of the RP (or lack of it), not because of the players, not because of all the arguments that cascade across the forums, but simply because I wouldn't have the time to learn all the details of who I could and couldn't shoot.
THAT is what I believe the issue to be, with regard to the apparent lack of house BHG. I don't think that separating the BHG and BHG|Core would do anything to alleviate that. The BHG is, inescapably, a PvP faction. PvP in the Core is easy, therefore people will go there in preference to the houses. My worry is that separating the factions will kill the BHG.

Edit2: Every kill I make on my hunter is posted, either on a bounty thread, or in the BHG message dump. While I am one of the many people who DO post to claim bounties, I fully understand why lots of people have issues with the way things currently are.
