Step 6 ' Player buys his or her ship, undocks, and moves it wherever needed.
Preliminary steps will have to be done to ensure this system works. These include:
STEP 1 ' Deleting capital ships from player-dockable bases and moving them all to one station (preferably an Admin IFF station).
STEP 2 ' A new forum section is made for applications. This forum section is invisible, for purposes of anonymity.
STEP 3 ' A new forum is made for the faction leaders to vote on applications.

You sound like you're from the USA server. That's almost exactly like their system. Either way, This will never happen. Discovery will lose 50% or more of its playerbase, and to those who say 'Oh we'll gain it back 10 fold!'
No, you wont. This game is from 2002/2003. There is no gaining back. There are real games out now. Eve, Call of Duty. We dont stand a chance. None. Zero. Anyways, Igiss himself said Caps wolud NEVER be restricted to factions, especially this way (its been echoed several times by leading members of the community)

EDIT: Oh, Also. Faction Leaders do not need any more control over peoples RP. They have their cute names on a sign on the door of their system and a crapload of rights. That's all they need. Giving Faction leaders control of cap RP would in effect make -ships- invite only.
