You honestly cant compare laws - or anything. It's like comparing a modern aircraft carrier to a space aircraft carrier. It just doesnt work.
Politics is not something like technology which works differently in different environment because it depends on laws of the nature. Politics depend on human behavior and even in millenia into the future we'll most probably face the same issues stemming from human behavior just like we have to face the same issues we had to centuries/millenia ago.
You can pretty much compare humans of different ages at this close distance of a thousand years. What you can't compare is the rate technology and general way of thinking changes at.
Else, please explain what's different between the mindset of a Sirian and the irl mindset of a Terran.

These days, I could spend up to two days wishing I hadn't crawled out of bed, and not wanting to be in direct sunlight.
