Tau-23 is definitely next, along with Sigmas and Omegas. That covers all of Sirius ZoI-wise for difficulty 2.0, though you don't necessarily need ZoI for these. It does help having ZoI, as is the case with Theta where ex. Hessians and GMG can kill anyone hostile doing the encounters (or start the encounters themselves of course). As for difficulty 1.0, those will be a lot more common and are expected to replace other solo PvE content.
The reason why Titan's encounters weren't added for everyone immediately was because it's an entirely new system which will likely be unbalanced on release. Community feedback is needed to test it properly, and then it will get implemented to all other regions. We haven't forgotten Gallia or anyone else.

Have missions from bases been addressed? e.g. high level are impossible to solo due to overpowered cruisers
you haven't been around but people grinding missions on a battleship was a huge thing when NPC plugin came out - with cruisers and per class big nerf it sort of disappeared, along with a few players like the legend tamigin
Could the devs also please look into harnessing the power of NPCs fleeing players with specific loadouts / ranks along with this focus-on-specific-ship-classes thing?
I feel that there should be a way to use that gameplay mechanic to design systems which are hard to cross for transports, but can be traversed relatively trouble-free with an appropriate escort ship. Thus making escort services worth paying for in Disco.

I don't know much about missions sadly, I've joined the team nearly 2 month ago so i didn't had enough time to check most things. We will try to improve them in the future but missions are very hardcoded
