It's a question of balance, and people trying to find a way to defeat the balance by tailoring roleplay with the pure intent of min-maxing. Nearly every SRP is min-maxing requests now a days, and nearly every player does it. It's nothing short of a blight.
But hey, call it jealousy if you want. I mean, it's not like my Outcast faction has powerful guns and agile ships... oh wait.
I don't encounter either the RHA or the SCRA, so I have no personal or gameplay against this.
However, just because people aren't involved in your roleplay does not mean they have no right to complain. Any player or faction that has to interact with you when you use each other's equipment, as every right to complain, and may do so as they see fit. If you're going to do something others might object to, or that gives you an advantage over them, expect the consequences.
The Gaians and Hogosha made RP that let the Hogosha fly around Gaian gunships all over the place. The BAF, BD, and GC players all had to deal with this. We weren't involved with their roleplay in getting it, but we had to deal with the product of that roleplay. Many of us didn't see substantial roleplay justification for it, and many of us were not happy to see Hogosha and FA players flying Gaian Gunships, and Gaian players flying Hogosha Black Dragons and FA Mamorus. We definitely complained, many times. We had that right. Really, anyone has that right.
One doesn't need to be involved in another person's roleplay to have an opinion about it.

This is something most, if not all, factions in disco should consider before they start doing equipment crossovers.
