Buying a worthless planet for a paltry sum is feasible if you have the money . . . financing and setting up a docking ring on chisos is completely out of the question.
Chisos also interests me cause it's near House space but also the kind of "Chronicles of Riddick" with the underground prison station. With the planet getting burnt to a crisp on the surface according to its orbit.
And remember Ingenious, there are lots of planets without docking rings that are still docked on. It's just limited. That would be the sort of angle I am going for.
So, from what I gather, it can be acceptable for an independent to own the rights to the planet as long as they can afford it and barter a deal?

Your idea definitely interests me and I would like to hear more about it via PM. I would say, don't go jumping to make the deal too quickly, though.
As far as docking-- yes, I realize this, you can dock without a docking ring. However, shipping supplies and quantities of cargo is completely unfeasible without a docking ring or heavy lifter ship. Luckily, heavy lifter ships are easily accessible and a dockable heavy lifter for freighters and smaller (like Destroyer bases) would be an excellent alternative to a permanent docking ring. Hehe, yeah. I will see what I can do. Also, as with all my ideas. They not immediate, right now I am simply throwing ideas from my head onto the forum to see what catches on. Once I find something that fits I can blend it into a story for my character with things to do that can involve others who are also interested.

Speak to house government presidents/emperors/chancellors/queens directly and lay out a deal to claim (note - not ownership, lease only) a planet and give a reason for doing so. It'd help if you're someone important in that house already.

I am sure everyone will NOT be able to own a station. We would then have hundreds orbiting Manhattan. There will be some sort of RP requirement and Admin review, sort of like Barges are now. Probably more restricted though. Anyway, I am really looking into this one and therefore thanks for the input.

What about a faction, do you think that would stand a better chance?
So theres worthless planet and some guy comes to owning faction saying what you want for it?
Now they will naturally want to hear a really good reason why you want that planet. Did you find some resource on the planet that will negate price of the whole thing? Why should they sell it then? If not, do you want to terraform it? Terraforming pays back in hundreds of years, goverments finance terraforming as making new ground for its people, such goal is highly improbable for individual. Do you want to make small settlement on planet? Why should you own it whole then? If you own whole planet in house space, how will you contribute to house prosperity, progress of its goals, destruction of its enemies? Are you willing to provide shelter for police and military forces of respective house on your planet? If not, why not?
Are you buying a planet thats out of house space, which faction would you negotiate with? Closest houses? Lawful houses? Pirate houses? Every faction that can get battleship to containing system?
If some faction is fighting a war, asking them to sell planet isnt good idea, because public opinion would be against it, the money might help them win a war and then they will say, now that we won lets take it back or it will be dark stain on great victory, if they keep losing that goverment will probably fall and new one will promise its people that they will get everything that was "lost" back. Either way its problem for you.

Think of it as Greek Islands or Pacific Islands even. Purchased by independent people but it's still part of the country. My RP will revolve either around research or processing of scrap. Chisos is the perfect place as it is right near the accident that caused all the radiation and debris in that system. So, yeah, there is a good RP reason for a small base to be built there. I might not have to purchase the entire planet but I need to know how to go about building the RP. So, if people need answers I can provide them.

Hehe i think both reasons might cause some bad blood, research of said place can open old wounds so certain companies in liberty might be unhappy from negative reputation and its in the way of smuggling route, so lawful publicity can make pirates very unhappy with you but that planet is indeed perfect place for outpost that would research dark matter clouds etc and/or clear scrap around and perhaps could get official support if you have good contacts in liberty (no idea here)
