As result of an ongoing investigation, rear admiral Hayashimura Kiyoko will be punished for gross misconduct in her position as the head of the 66th Special Expeditionary Battlegroup.
She will be stripped of all her priviledges of command and will henceforth serve in an advisory role to rear admiral Yamamoto.
After three months her case will be revealuated and her priviledges may be reinstated.
Additionally, a preliminary verdict has been reached on the case of Yamada Shouzou who was missing in action since opertion Kumo no Ami and has recently resurfaced.
He has been found guilty of desertion and gross misconduct as an officer of the Naval Forces.
The officer has been stripped of all rank and command and his membership of the Naval Forces has been suspended.
Due to the confidential nature of information that is available to him, he will not be allowed to leave Kusari for an indefinite amount of time and will be monitored by us accordingly.
His case may be reevaluated in the future on the discretion of the board of admiralty.

To all members of the Kusari Naval Forces,
Earlier this month the Battle for Saigon turned sour, and the Battlegroup Hyono was forced to retreat from the Sigma-21 system. This effectively led to the fall of the Shizuoka Military District and the end of the expeditionary operations in the area.
However, the Rheinlanders took the opportunity to press onto our shores in Honshu. This is not a border skirmish anymore.
Leaving diplomacy and Kusari position on the whole matter aside to the hands of the Prime Minister and the civilian government, our mission is clearer than ever. KNF 1st Fleet is taking command of the frontline and is to enact a complete and decisive defense of our homeland against the Rheinland aggressor.
Battlegroup Hyono is integrated into our order of battle, and is currently establishing itself as the first line of defense in the Akita strongpoint. Orders for the Nagasaki taskforce to reinforce our frontline have been dispatched, and they will soon join the battle, covering the main approach to the New Tokyo system. The Battlegroup Yamaguchi is to be mobilized and put in the rearguard, as a strategical reserve for future operations.
We must take the lessons from the Great Nomad War, and expect a monstrous assault by the Rheinlanders in an attempt to overwhelm our lines and threaten our capital as quick as possible. The number and quality of the forces fielded by the enemy, according to recent reports, advise us against pushing for a decisive battle with their main group.
While the Hyono and the Nagasaki set up the front line, large formations of fighter/bomber units are deployed to cover all tactical points in the Honshu system, harassing assault units and wearing down the heavy formations of the enemy. We will use the foolishness of the Rheinland Generals of intruding so deeply into our territory as a grim reminder of the cost of threatening a Noble House such as ours.
At the same time, cruiser divisions are being organized and deployed to interdict the supply lines of the Rheinlanders, as well as to eliminate any isolated units that have been weakened by the constant harassment by our air superiority units.
While we strengthen our defense in Honshu, we must prepare our defenses in New Tokyo, and mobilize essential units to achieve the required momentum to turn around the tides of war. The Admiralty has finally agreed to the recovery of the Nagumo structure and it's relocation to Kure, in New Tokyo. Time will tell if we will have the honor to see her fly again under our banner.
We have our orders and duty, but we expect others to contribute their part to our endeavor. Gas Miners Guild is still under threat by the RM in Honshu and elsewhere, and remain committed with their paramilitary partisans to not go without a fight. Likewise, the Kusari Government has indicated hope of organizing police and civilian militias to aid in the evacuation of our citizens and oppose enemy raiding units.
The time for wargames and pretty map plans is over. For Kusari, the battle of Honshu begins anew.

Ladies and Gentlemen, if you are reading this message, is because your unit has been selected to partake in a high importance operation in the midst of the ongoing Battle of the Akita Line. Read the following briefing and the additional orders issued by your superior officers, and refrain from divulging the contents or your participation on the operation to people and staff outside your unit.
Recent combat reports confirm that after the initial push by the Rheinlanders into the Honshu system, their advance has slowed down to a crawl, with our stiff resistance and GMG back line raids forcing them to take time to reorganize their lines. Intel reports from our covert units also confirmed that the main forces of the Rheinland Military have taken a cautious approach of marshaling from their secure positions in Sigma-21 to conduct incursions into Honshu space, leaving forward units like Battleship Westfalen battlegroup and others to act as forward recon and light raid staging points.
High Command believes that the sudden halt of the Rheinland Blitz has left the Westfalen overextended and requiring a supply line deeper into our defense perimeter than any other enemy unit. We are to capitalize on this.
KNF advantage is numbers and more extensive deployment than the enemy, which is operating a relatively narrow corridor to keep the Westfalen supplied and running. Fighter/Bomber units are to spot and harass supply and reinforcement convoys, and to pinpoint isolated and weaker units of the battlegroup for our destroyers to ambush and eliminate, in an effort to wear out both supplies and defense forces around Westfalen, which remains elusively in a region north of the Hiryo cloud. Operations will focus on the area surrounding the Sigma-21 anomaly in the Honshu system, as well as extensions into Sigma-21 should it be required.
Once the Westfalen forces are weakened enough, we predict that the enemy command will order it to fall back to secure space, at which point we will be poised to deliver the final blow on the marauding battlegroup. Either by bombing the Battleship in the nebula with our GMG allies, or delivering a barrage of Heavy fire in the openfields, we will break the Rheinland spearhead.

Ladies and Gentlemen, good to see you up to your duties. Based on latest directives from The Imperial Shogunate, space divisions and fleets in the Honshu and near Sigmas Operational Area are raised to high alert once again. Units are to redouble their efforts in keeping stability in Honshu, and orders for more frequent patrols on the sigma borders with Rheinland to be increased.
Your main objectives are as follows:
Monitor any activities by Rheinland militarized forces, of any banner, and contain any activity of their outside of Kusari territories. Observe in Sigma-13 and 21, and evict them if found in core Kusari space, or threatening Kusari operations (civilian or military) during their crisis.
Monitor, screen and guide civilian traffic entering Kusari from the Rheinland region. There is a high probability of an increase of civilian refugees heading to our House, alongside repatriated Kusarian citizens evacuated due to the crisis. Criminals and less ethical armed elements might target them during transit, so be proactive and protect them. Priority of human lives over cargo.
Kusari forward recon units, including Kusari Naval Intelligence and Kempeitai, are to take a more intrusive approach and collect battlefield data on Rheinland positions and motivations. Authorization for recon missions into all Rheinland systems is authorized. KNI and KPT agents are to avoid acts of intervention on the conflict, and engage only in self defence during operations within Rheinland.
All of these directives are valid until otherwise declared, and might be subject to changes, as the situation changes.

Regarding 66th Special Expeditionary Battle-group,
- Captain Hayashimura Kiyoko, formerly Rear-Admiral and commanding officer of said battle-group, is transferred back to 66th and will serve once more as the head of the division.
- Tokkeitai was asked to perform an audit on the unit personnel, and shall then be present on board each heavy asset to perform their duties.
- 66th is expected to reposition mainly to two theaters : Taus and Omicrons.
- Outcasts, Gauls (House Gallia and others parties) as well as House Bretonia focus in the region must be ascertained; level of threat estimated. Kusari Empire's control over Tau 29 is unquestioned; Intel on Tau 23 and Tau 31 must be obtained; covert pushes to Leeds system are to be performed to gauge House Bretonia grip on the system.

Regarding Battle-group Sado,

with our campaign on the Gallic Border worlds in full swing, the Naval Forces Admiralty has received approval from the Imperial Shogunate Office for the nomination of the field commanders for all major units of the Combined Fleet front.
Fleet Admiral (Kaisho) Hyong Shunso will assume command of the Combined Fleet HQ, and oversee the execution of the operations of the Combined Fleet on behalf of the Admiralty and it's strategic goals.
