Um Sovereign, the command is for when smugglers land at a base that belongs to a lawful faction on their way to a destination, Not at the destination, which would have its shady areas to hide the cargo without the authorities detecting it.
Unless you're talking about "Border Station X" which would have no room to hide anything. Or "Insert Shipyard Here" or "Space Station Whatever". Planet maybe, but stations? Not too many places to hide there. Plus there's the little fact that your big ship isn't docked, it's moored. Oops, while you're taking a shuttle to get over to the station, the authorities have impounded your ship.
As a biased community member and player, I am strongly in favor of giving police factions SOME sort of command that allows them to catch these smugglers that go "LOLOLOL u can't catch me" then dock on some police base. Then log off. Ideally, it'd be making them temporarily red to all lawfuls in the area, like failing an NPC cargo inspection. If there were some way to do the equivalent of an instant cargo inspection, that would be the perfect solution. "/inspect" or something, that performs the same check as an NPC police patrol but instantly. Give it to police IDed and IFFed players only. Or maybe Guard ID, if people start screaming "ABUSE!" (not that I can see how it would possibly be abused).

This works much better. The threat of having everything in Manhatten orbit, including the docking ring, go red to them might actually dissuade smugglers from sailing by my libby, docking before I can even challenge them to stop for an inspection.
