The affected states would attempt to quarantine its outbreak areas. Failing that, neighboring states would blockade all traffic into and out of the infected state(s). Propagation would be slow due to the infected shambling about on foot. Those attempting to flee the affected area would be caught by blockades and detained. Citizens would be advised to stay in their homes at all times. Food could be delivered by aid organizations escorted by police.
A 'zapoc' could only become a huge problem if the initial outbreak was huge and crippled 1) the military, 2) communications infrastructure, 3) emergency services. Even then, we would almost certainly request international aid as soon as we learned of the problem.
I'd be more concerned about a pandemic of some existing pathogen, like Marburg, getting into the water or food supplies, causing widespread water and food shortages. This zombie phenomenon makes for good entertainment but it's pure fantasy.
Indeed, good engineered pathogen with short incubation period that is spread in air/water can kill 90% of the earth population in less then 2 months.
The capitalism would also contribute to the virus because of the "just in time" policy and all kind of savings and optimizations that work only if the system is functional. You cannot expect that cities with millions of people can survive even a week without their supporting infrastructure.
Good example is what happened in USA after Katrina. Even small event like this proved ineffective one of the best organized paramilitaries(NG) and militaries in the world.
It is really stupid to think that someone would help you if something like this happens. Everything would fall apart because the said helpers- military etc would have their own families to take care.
If this happens everything would turn upside down- the barely surviving poor countries now would be the new world leaders because their populations use basic methods to sustain themselves.

Yes. God forbid if Marburg ever got into our water.
Though I enjoy all types of valid ham-meats, I don't think I'd like my water tasting like it.

The food shortages would be from the ransacking of supermarkets more than from infected water & whatnot.
The biggest lesson I learned from Katrina is how fragile society is...The gov't can't keep control once people begin to worry where their next meal is coming from.
Just imagine...multiple generations of sheltered, pampered consumers who only learned how to make fire by watching it on TV at some point, but have never in their lives actually tried to build one without the aid of a lighter. Generations of people whose understanding of hunting & gathering is limited to grabbing things off a shelf & tossing it in a basket.
Once the truckers stop trucking, It's all over.
Every year at Christmas time, you see news reports of some mall trampling somewhere over a product....EVERY EFFIN' YEAR...people get trampled over some brand of shoe or toy or somethin'...& that's when society runs like normal.

I feel like a zombie playing discovery anyway, not a problem for me. Also, Freelancer is set in the future, so civilization is fine. All we have to worry about is communists now. But not North Korea, they would suck at launching a space ship.
