Rewrite and rebalance the Pirate ID so that it's actually used for piracy

Instead of trying to rebalance things like OC IDs using zoner IFFs and Corvos and Pirate IDs using ascos in Liberty, perhaps just remove the unwanted individuals from the server instead?

Anyway, if the Admins were to do that, we'd lose half of the players we currently have.
It's not like it would be of much difference though. Because usually those players aren't contributing to anything. Like, at all. Just powertrading all day everyday. All they're good for is breaking the economy and free blues.

But, you know. Having 20 players seems worse than having 40. People sometimes get motivated by these numbers. ))

Seriously, ship/tech balance should be such that House Military should've a good upper hand vs indie pirates. (or, indie pirates should be restricted enough in their combat efficiency due to unlimited ZOI).
If it's not the case and you can annihilate Combined Arms fleet with capital ship support using mere bomber/gunboat swarm, that's not an ID problem.

As I see it, the core of the problem is that the Indie pirate has to make the immersive-breaking "2milordai" before engaging in a fight with a natural enemy.

Rather than gimp the ID further, maybe we should just open the Pirate ID engagement rights to reflect the situation the Pirate ID'd players are facing?
