It would be fair for both sides. Amount of 1 SC per cargo space for entering house in a transport is low for one individual but summed up is huge to house forces.

I would personally tax sold goods on lawful bases/planets so the work of the police/navy doesn't end with trader entering the house.
IC| isn't my faction. I'm just an idiot chosen to lead those inactive lagnom and try making it a nice faction.
It also struck me of double standards, when many players say IC is Liberty's company, while Liberty's factions partly say IC isn't. Convenient to everyone but the faction itself.

1 SC per cargo space is NOTHING. i repeat - NOTHING - for the plethora of people in lawful military factions and house corporations.
you would have to give revenue from ~100 5k transports to restock 1 ( ONE ) fighter (smallest ship available) to ONE guy.
in short: too much hassle for something that will be barely noticed.

That's another idea too. But I think it would mean more coding, I guess, instead of attaching it to few gates (22 if I'm right). And using gate is easier to track and take money away then doing in while at NPC dealer. Also I'd say in-house transporting shouldn't be taxed as it effectivly is more of a relocation rather than exporting/importing commodities.
But yes. Basically using system with gates might lead abuse by increased number of cargo pirates, thus further increasing attempts to deliver goods. So if police char created pirate and stole goods, he not only would be making money for house but for himself too.
While taxes based on sold goods is impossible to abuse and it would definatly require better protection by house forces.
