Secretary of State William Hawthorne and Staff,
I am contacting you on behalf of my client Interspace Commerce Incorporated and it's affiliates (hereafter referred to as "client") for the purposes of obtaining a permit to construct a modular base within The Republic of Liberty (hereafter referred to as "Liberty"). My client seeks to expand it's holdings in Liberty with a modular base to supplement it's capacity for trade and insurance registry. Before expanding on exact locations, profits and expectations there is another matter I am unfortunately forced to bring up on behalf of my client.
Pursuant to The Laws of Liberty Section Two, Article I, Paragraph Seven my client is not listed as eligible for a permit tax exemption. According to the Laws of Liberty Introduction, Line Four, my client is a registered and fully licensed corporation of Liberty. This is tantamount to discrimination and it is therefore requested that The Laws of Liberty Section Two, Article I, Paragraph Seven be adjusted to include my client.
While the sum of a few million credits is trifling to my client, the principle of being treated unfairly within one's own home is distasteful at best. I am hopeful that their lack of inlcusion in The Laws of Liberty Section Two, Article I, Paragraph Seven was an oversight, and you will be willing to correct the matter as soon as you are able. My client is preparing to unveil a new program and has chosen Liberty to house what they hope will soon be a thriving network that will be beneficial to them, as well as greatly increasing your tax and tariff revenue.

According to your view of the issue, it would also be discrimination against the rest of Sirius, on the grounds that they are not a domestic corporation. I'm afraid that your reason isn't acceptable to us.
However, the real reason for the difference between Deep Space Engineering, Universal Shipping Incorporated, Ageira Technologies and the rest of Sirius is that those three put a lot of time and effort into building a relationship of mutual cooperation and trust with Liberty. Despite your origins here, this isn't the case with Interspace Commerce, which has a very different track record with the state.
Thus, the reason for this discrimination, if you can call it that, is the same as in any other relationship. We give preference to those who show loyalty and dedication, and not to those who have an unproven or negative record. Interspace Commerce is somewhere between these two, given that the leaning towards the Republic of Liberty happened at the point of a well-publicised Rheinland energy cannon. Making demands of us hardly puts your clients in better light.

I would apologize if you saw my client's request as a demand of any sort. That is not the case and if you will look, my exact wording was "request." However these accusations you make on behalf of Liberty against my client are very serious. If you or your staff have any evidence of wrongdoing on behalf of my client, please do present it. While you seem to hold an extremely negative view of my client I would remind you that Interspace Commerce Incorporated has invested billions of credits over the last few centuries in The Republic of Liberty, which still owes a considerable sovereign debt to my client.
If you do have any evidence to present against my client then I will of course address it. This venture was planned to start in Liberty because of the ideal trading conditions there, not as you imply because of the current situation with the Rheinland government. Your animosity does Liberty and the people you serve no justice, and I would sincerely hope that you would reconsider your position and allow this discussion to move forward in a less hostile tone.

I'm not accusing your client of anything criminal, so I don't need to present you with anything. You have but to ask the ex-ex leader of Interspace Commerce the reasons, although I'm sure he holds a very different view to the one that we do.
We're also of the mind that what we owe your clients is vastly overstated by yourselves, given that Interspace Commerce was formed by Deep Space Engineering and Ageira Technologies in response to foreign demand for trade lane and jump gate technology.
But, lets suppose that the debt of ours that you hold is incredibly large and so on. Which it isn't, but, let's suppose that it is...
1 -You just got kicked out of Rheinland. Where else are you going to base? Bretonia, which has gone from bad to worse in terms of actual security, or Kusari, where they snort at foreigners who are simply minding their own business. The options that your client has in this regard aren't appetising, at least not from where I'm standing.
2 -You just got kicked out of Rheinland. They're not paying you a dime of what they owe, so in what way is your bargaining position strengthened by making overzealous statements about our national debt? The way I see it, your company collapses if the governments stop paying the bills, and one has already. Or is Rheinland still paying you, despite also smashing a proverbial booted kraut foot between your legs?
There is nothing to negotiate here. Interspace Commerce did not work for any special status, you did not contribute in any way to the wellbeing of the Republic of Liberty. As I said, the only reason you're here is because you got kicked out of the house belonging to the guy down the road.
Building a relationship with this government is necessary if you want to enjoy the perks that this government has to offer. What Interspace Commerce may have done in the past is all well and good, but all we've seen during our time in office has been the consistent and mostly baseless expectations on the part of your client without prospect of equal exchange. We were beginning to think that Interspace Commerce had changed course, and we were even willing to give the benefit of the doubt concerning their u-turn on policy towards ourselves. But, it seems such overtures were short-lived.
Rome wasn't built in a day, and the relationship that Deep Space Engineering, Universal Shipping Incorporated and Ageira Technologies enjoys with the Republic of Liberty is Roman in this way.

It saddens me greatly that you remain so hostile in what should be a rather civil discussion. Please understand that my client is a business, and it is their responsibility to seek out every possible credit. While the base licensing fee is small in relative terms, due diligence requires my client to make the request, nothing else. My client has made every effort recently to work with Liberty, only to be left on the proverbial hold line without even so much as a notification that you are considering our proposals, such as the investment in the Liberty Bounty Board.
I will request it again that you set the insults aside so that we can continue this conversation in a more civil fashion. The mistakes of past directors are regrettable, and my client is seeking a profitable future with Liberty, despite any past misgivings. My client seeks nothing but the absolute best relations with Liberty and I would hate to see a misunderstanding ruin that and the progress that has been made so far. We have not made any demands, we made a request to follow proper due diligence that was not expected to be approved. Such is the way business works, as it is now possible to justify the permit expenditures to the shareholders.

You were given a perfectly acceptable initial reply, setting out the reasons for our actions and that your request would not be fulfilled. If it were the case that this is the only thing that mattered, for your shareholders as you claim, why would you make a reply containing anything other than a simple correction?
We understand your duty to your client, mister Anders, but it is rather counterproductive to push the issue. We find that if we assume the worst of somebody, we're usually correct.

I responded to you as I did only because other then credits, the next most important thing to my client is building stronger ties with Liberty. That can be a difficult thing to do if you and your government are holding grudges the current board is not aware of. The intent of my reply was not to push the issue, but to instead discover what the issue was so it could be corrected. We can either address that or continue with the business proposal I leave the choice to you and hope you will understand there was never any negative intent on the part of Krasno Solus and Anders LLC or my client.

I would like to apologize for what has happened here, and take full responsibility on myself. As the new CEO I wanted to appear strong, and sent our lawyers like hired thugs to make demands. This was wrong and irresponsible on my part. I do hope however you will accept my apology, and we can work to repair the damage that has been done here, and in the past between Interspace Commerce and your government. I've informed Mr. Anders that his services will no longer be needed, and will be handling this matter personally from here on our as it is of grave importance to our corporation. With your permission, I would like to outline Interspace's proposal for you.
Very well, I'll be as succinct as possible. Interspace is seeking to develop a new trading program using mass distribution from Interspace storehouses to simplify insurance sales to the point where more customers will take part. While this would be a difficult request, we seek to build this new modular base as an annex to Newark station. Our engineers assure me they can attach it in whatever direction you feel would be most beneficial for the heavy traffic patterns around Planet Manhattan. Docking with this VIP annex would be restricted to the Primary Trade Fleets of friendly corporations, Liberty forces, and smaller independent corporations approved by your government.
This would allow Interspace to develop a number of new programs. First, our own shipping division has rapidly grown to become one of the top suppliers of modular base construction materials across Sirius. The annex would allow us to stage rare and high value commodities such as Xenobiotic Filters for export and Cryocubes imported from Council forces in Roussillon. Materials can then be shipped from the distribution annex to their final destination, at significantly reduced prices for Liberty forces, of course.
Secondly the annex would be part of a new Interspace program to expand insurance sales while cutting down on the large amounts of paperwork required. I won't bore you with the specifics but needless to say we hope it will give us an edge over competitors that are encroaching on our traditional insurance sales. We would also be willing to offer the Republic a commission of insurance sales made at this annex.
Finally the annex would allow Interspace to experiment in dynamic market pricing. From our major bases across Sirius we buy and sell large numbers of ores on a daily basis, but this annex would allow us to make changes to normal pricings much more efficiently for select customers. For instance we could raise the price for Gold Ore at Newark to match or exceed the price we offer at Roppongi station in New Tokyo, bringing more trade traffic and therefore taxes into Liberty. We cannot guarantee that this program will be a success, but Interspace feels that it is worth the risk to attempt.
It is also worth noting that Interspace is currently bogged down in the Omega-3 system protecting our investment there from Corsairs. Most of our primary trade fleet is engaged there resupplying Port Smallwood so it would be a few weeks before we would be able to begin construction, so please, take your time deliberating.
