This is a reactive mechanism that penalizes people for potentially using system chat, rather than an active mechanism. It doesn't seem especially useful that way. Allowing active long range scans seems more useful, but should also have a counter, like some sort of stealth tech that prevents you from being scanned over long range. If both the scan and stealth-technology have random variables of success/prevention involved, then we've got something useful. Since we'll have cloaking devices soon, a scanner for potentially detecting cloaked ships suggests itself as the most valuable use here.

Perhaps a long range scanner (equipment that lets you scan ships that are in the same system) and a ECM device that blocks said scanner. Of course with the whole random variable stuff.
Of course they'd both need to take up some cargo space too.
On that note, does that trade lane scanner thing still work?
Battleship scanner is really not worth its money now, make it more advanced would be fine. but dont let snubs use it, BS scanner is huge as 3 Titans I suppose, so it must be used on Cruisers or larger

Well, it's pretty logical one. You send out system-wide signal, you can be tracked with proper equipment. At least your approximate location. (of course, here on earth in 2D dimension we use triangulation to find exact location, and in space it'd be harder, but we can simplify that) Imho, improves RP experience and adds bit of "realism" without making it hardcore.
"Just" long range scanners doesn't make much sense, it's indeed easy to hide a ship that keeps radio-silence somewhere in asteroid field/nebula. You won't locate it that way.
What I'm talking about here, are ships that can spam the hell out of system chat without any chance of being found, keeping themselves high above/below the plain, but not only them, of course.
Alright, time for a intervention. Electronic Warfare is childs play in comparison to "Information Warfare"(Yes, I know, Splinter Cell, all that, but its what the topic should be about). Electronic is simple disruptting communications and pinging a ship for location. Now Information Warfare, that is something even more. Those that have played games like Splinter Cell: Chaos Theory, you understand. For those that havent played, read, or heard of Splinter Cell, heres the diff:
[font=Fixedsys]Information Warfare is a use of sophisticated group of algorithms taken from a military with high weapon machines of war and databases to do more than interference. This also includes non-military targets, like power-grids and most computer controled systems. If such a ability was in the game, as the required factors, ship has to be with in 15 Klicks of the said target(Since you can only get a visual of the target in the HUD around 10 Klicks) in order to interact and, basicly, turn the base(s) and/or ship(s) against the base(s) and/or ship(s) you want targeted. As a second ability, view the area of the base/ship that the Info Warfare ship is connected to(Only affect NPCs only).
If something like this was introduced to Discovery, it would have to be limited and given by admin. Its so that players that want it have to have a decent understanding of such a ability. 3 or 5 per house and only 1 is to operate in a system at a time. Also shouldnt be used lightly, maybe for a raid and do some recon in a system. Reasonable standards and rules reguarding such. Pinging is great and all, but you cant track the more important aspects, fighters. Personally, Info Warfare would add something more. But not everyone agrees, my thoughts on it.

Not even worth the effort if it were to be used so sparingly by such a small player base.
