Here are the laws of Bretonia. Read them. They will tell you that to trade into the taus you need to apply for and get a license, and kishiro ships are not allowed in Bretonia at all.

Rep ninja means diplomacy is more or less impossible. With the current situation, the ban on Tau trade is done by player laws instead of game mechanics (rep ninja). This means players have caused the issue and can also resolve it through diplomacy.
The example you've cited works both ways - their corps aren't welcome in Bretonia either. IC isn't the only company that could act as an intermediary either; any Liberty or Rhienland group could.
Or it could be to stop Kusari coming to Bretonia and selling all our goods to Gallia; and for Kusari to buddy up to Gallia more by cutting off Bretonia.
It only takes one ship to take out most transports, but generally it's better to use more before they loldock on one of the bases that the Police should inRP be able to block them from.
