I'm not sure who to address this to, but I'm told I need some kind of permit to have a Samura patented Cloak on my vessel.
As I'm sure you're aware I've had to step up the security on my vessels, one step I took was the addition of some new Samura technology. Among that was a Cloak, which is what I wish to get approved by You.

Do not see anything personal in it, but the President enforces an extremely strict ruling concerning the usage of cloaking and jumping technologies by non-libertonian citizens.
It is necessary for the Liberty Navy High Command to respect and enforce the law.
However, this strict ruling was put in place around the same time the Gallics invaded Bretonia and panic began to spread. Now that it wore off, the ruling might become a little more lenient in the coming months.
If you stick to the Manhattan Orbit as you mentioned, you shouldn't have any issue, it's the most protected place of Liberty.

No offense intended, but in regards to your statement that the Manhattan Orbit is the safest place in liberty? The very happenings to me in that particular orbit are the reason I've opted to use Samuran Cloak technology.
Your reports will confirm a recent assassination attempt by Rogue elements of the KPT, which nearly ended both my own, and Admiral Bakers life.
In recent days during my normal Stock trading, I've noticed a lot of pirate activity, even so brazen enough to approach the planet and myself.
While I do not doubt the effectiveness of the Liberty Navy and other Enforcement agencies, I'd like my request for a Cloak to be re-visited based upon this information. I hold significant stake in the Liberty Stock markets as part of a Private Venture. As well as sizable estates on Manhattan and surrounding Systems.
While I do not expect special treatment based on the size of my land or the money I have invested, I am sure to feel generous to a Charity of the Governments Choosing, should I feel my investments are safe.

I am aware of the whole KPT affair that almost led Liberty and Kusari to war.
Although, I believed I was clear. There is -no- way for us to approve your request without getting the parliament on our ass within the next five minutes.
However.
Considering the whole affair with the KPT and your cooperation that followed, I assume you are owed this.
It won't be free, it's not very legal, but it'll work.
We can add your name and transponder to a list known of the President, Parliament, and High Commands of the LN, LSF and LPI. This list constains people that are allowed special priviledges inside Liberty for their assistance to the Republic. Your named added there will allow you to use your cloak inside the territory of the Republic of Liberty.
For 100 millions and 48h, I can do it. Bribing these people isn't... very cost effective. The money can be sent to the [LN]-Armory.001 shall you wish to persue such way.
