Greetings Liberty officials,

First let me introduce myself, I'm Christian Burton, Erie born Zoner. Before pass to the business; I feel myself like I must to say… I'm grateful about your presence in Pennsylvania, especially about planet Erie. Your protectorate under our planet made our life to be a stable and successful. That's in blood of the Zoners – we are space farers, looking for great adventures, although these things are very dangerous. But it's always a pleasure back home and every hour, minute and second knows - our families is in safe; it's most important in these dangerous times.

You may be curious who I'm representing, but probably you’re seen few our liners and transports crossing Liberty space to Pennsylvania. We are a Zoner group, known as Phoenix, our ships is tagged with (\^/). Well, as I said before about Zoners, same I can say about our group. We're gathered together for obvious reasons, but mainly it's in research and scientific purposes, that’s the reason why we’re mainly can meet us in the Omicrons, its sector of space poorly studied. But you can meet us everywhere else.

So, let's pass to the business, finally. As you may understand, for survival in such dangerous require a base for operations. Refuel, ship repairs and the last but important too - to give a rest for our people in wild worlds, without scare to lose a life. We're started construction of our installation not that long ago. We need a lot of commodities of a different type, and Liberty market looks who's able to satisfy our requirement of goods.

But due remote location of base makes our shipments far impractical. Shortest way is going through Rheinland territory. And if to be honest, we are not in best relationship with them. So, the idea comes to my mind. We're having a homeship, which is equipped with jump drive. I'm not sure if you ever meet one yet, it's a kind of rare ships - usually we never use them outside of Edge Worlds. But many classify them as "Nephilim" class dreadnought.

Thus, I would like to ask permission to use said ship as "jumper" into Liberty space. Of course, we will follow local laws or any recommendations of libertonian officers.

As the trust is growing between Zoners and Liberty government in Pennsylvania; I'd guess it’s time to cooperate more, for benefits of both parties.

I thank you for your answer, and I’m glad to know that it's being discussed, we were afraid these transmissions hadn’t reached your communication systems.

I understand your distrust a... foreign "warship" entering your space. After all, resting on your shoulders are billions of lives across the different Liberty Planets. And their safety depends on your decisions. I assure you; there is not a threat to your people nor your instillations. Our vessels are not tools of war, but they are our homes. Our vessels are a place for our families to live in safety. We live far past the core systems, and here things do not depend on laws but on firepower. I'm not saying anything about the other human groups, only our own. But with the threat of Nomads, these vessels play a vital role in our lives and survival. Although we have yet to encounter a Nomad battleship there are rumors around Freeport 11 about them and how they seem to be drawing ever closer to us.

Anyway, back to the business at hand. I understand it's a sensitive matter. But due to the high risk of traveling to Liberty, it is much easier to utilize jump technology. If we are able to find a solution to this matter, we are willing to pay additional sums for escorting our vessel in your space. You will be saving us a lot of time and fuel traveling under normal propulsion systems to Liberty space.

It's been long time since original transmission. May I ask, Government is reached the decision in our case?

After a great deal of consideration, the Government has decided that it would permit the Phoenix Zoners to utilise Jump Drive technology within the Republic of Liberty under the following conditions:

• The Nephilim-class jumpship must be unarmed. The Phoenix Zoners will provide the name of this vessel to the Government prior to the acceptance of this agreement.
  
• When entering the Republic of Liberty by use of Jump technology, the intended destination must always be the immediate vicinity of Bethlehem Station in the Pennsylvania system. Jumping into other systems within the Republic will render this agreement void. Jumping into other sectors of the Pennsylvania system will result in a warning; any further warnings will result in the agreement becoming void.
  
• When preparing to Jump into the Republic, notification must be provided to a member of the Liberty Forces in the field, with preference given to a member of the Primary Fleets. This communication should be documented. If no members of the Forces are reachable, the Phoenix Zoners are obliged to make records of their Jump plans, including time, date, and location of Jump origin. The Government may request these records at any time to ensure that the agreement is being upheld.

Should you agree to these conditions, please indicate your acceptance, and then we may begin preparations to disseminate a limited-area approval code for your Nephilim-class vessel.
