I type slow as a snail, and as of yet(6 years here) have not been killed once by typing, "EXCEPT" by those fools using the /1 /2 /3 fire set messages. So i am all for this new admin choice.
If your killed while typing then that player is not giving you time to respond, and is breaking the rules as such. Just report them.

Maybe I haven't expressed myself clear. My main concern is that I can't counter now the possible instant nomad attack with an instant emergency message with my coords. I'm well aware the fact that the Omicrons are dangerous. Anyway, for me that was the only usage of setmsg system, so it won't be a great break in my life.

You nerf only the noobs that are supposed to learn how to RP and are supposed to have easy game start, good work.
Half-fixing one problem opens 3 new problems:
1st the problem is not fixed since everyone and his dog would bring 3rd party script programs to use them as setmsg. In short you just disable the new players and the players with bad IT knowledge. Most of the people that are using jumping ships frequently have already all coords set via such third party software. So I see no problems for the PvP whores and skype organised groups here.
2nd It severely nerves piracy by silent runners cases. It is simply not possible to RP properly when one tries to get line/gate or cruise away silently meanwhile.
3rd You open the pandora box with reports made by angry slow typers and angry killed silent runner traders. One should fly with Fraps most of the time in order to be sanction safe if he tends to pirate or PvP.
Solution:
May be it would be nicer to keep the setmsg but to give timing between them- you cannot use more then 1 in 30 sec and adjust the rules that require a bit more RP before shooting so no more 1 liner engagements would be in the rules. Harsher penalties for the offenders like deleting their ship if they does not RP would do the job great.
Other fine thing is to nerf all after cruise core recharge with 20% together with increasing the cruise speed recharge with 20%. So there would be more time for typing but it could cause other side effect balance problems.

You've basically cleaned up what I was trying to say earlier.
I use a program to input my char names at the begining of text, since I don't use char names as names of any of my ships anymore.
In pressing 2 keys I can put:
Capt. A Hill:
Cmdr. S Eversman:
Cmdr. C Murray:
etc etc.
What makes anyone think that if I can do that with 2 key presses, other people won't just make it do what thier set messages were before?
All this damages is people who used it for group chat, since #t and #c don't work in main chat. And even though I've never mentioned the name of the program I have. Whos to say all these /l1 /l2 guys won't know about it in a few weeks? Because I'm sure they'll find it.
A groups only version would be good, yes, if only for coordination in a firefight.
The only real downside I see to removing this is that there are some police that actually use the message thing a lot.
Personally this set-message command has always been something that bugged me, especially when people just fire off two of those and fire.
Ever consider making set-message commands come up in a different color of text, that way people know whey they are being addressed with prerecorded messages?
IE:
Smuggler.McBob: Hey NY!
LPI-Bilbo.Baggins: Attention Smuggler.McBob, cut your engines at once and hold position for a scan!
Smugger.McBob: Oh snap!

I've always put AUTO: infront of mine, see no reason why that couldn't be forced in.
