In year 819 the Kempeitai found itself in the middle of evolving political perturbation. Due to the collapse of Tau military campaign, the situation changed rapidly and the secret police was unable to perform the necessary actions to prevent the coup that shattered the years lasting order in Kusari. The new government understood that ensuring future stability would require drastic actions against powerful groups influencing domestic and foreign politics, so the Kempeitai turned into a target of a large defamatory media campaign including publication of revealing documents and investigations. Despite their strong lobby and ties to personalities in all levels of Kusari society, Kempeitai stood no chance. Everything came to surface including the murders, terrorist actions against enemies of Emperor, employing torture and shady cooperation with dubious organizations. The story of Dragon’s Tooth, the elite Kempeitai unit that turned against Jien Kogen’s government on the side of Blood Dragons was embodied as treason against Kusari as a whole.
During the reform that followed most of the Kempeitai units, operational groups and ground services had been merged with existing Kusari Naval Forces structures, Kempeitai lost majority of its resources and was almost rendered nonexistent. However, the new government had soon realized that Kempeitai methods and the way its secret service network penetrated the Kusari society was necessary to control the balance, reduce the corruption and protect the intimate sides of governmental mechanics from domestic or foreign eye. In 818 A.S. Prime Minister Kato Takahashi signed a decree that brought Kempeitai to life once again. With much caution and oversight from the administration, the secret police got the necessary allowance and budgets.
Regardless of being a pale reminder of a formerly powerful organization that could affect political life of Kusari, the new Kempeitai utilized all the opportunities to restore its human and technical resources. With the limited funding and lack of qualified agents, many of whom went dead or missing during the uneasy year 818, the secret police had to adapt to existing situation by, concentrating on ground-based analytic centers with Headquarters at New Tokyo under the Prime Minister’s cabinet’s watchful eye. To compensate the lack of force for space operations, Kempeitai formed several operational wings under the command of most trusted officers.
However the reformation of the Kempeitai Theater of Operations Command is going and the Kempeitai units are working closely and closely since the network for secure Kempeitai communications, that was compromised during the events of a great shame, is being restored.
蛇 Doku Hebu
Doku Hebu (also known as Venomous Spirit) was among the first wings formed according to new principles. The Tokyo had to insure the Dragon Tooth incident would never repeat and thus they taken very seriously the matter of choosing the commanders for the new forming cells. The new commander was chosen from among the best of what was left - Naval Forces and Kempeitai veteran - Todo Ayakashi. He’s the one the Republic trusts enough to protect its interests from any threats and by all costs. But his way on this road just begins.
Todo Ayakashi has to find and gather under his colors as much experienced and trustful operatives as he can to perform the duties of the new Kempeitai in space. The honor of the Kempeitai must be restored and the enemies must be defeated.
憲兵統帥 Kempeitai Theater of Operations Command
In recent years the joint command of the Kempeitai was technically destroyed by the betrayal of many former kempeitai's high ranked members that managed to sabotage the network before making their escape to the Blood Dragons. Many high ranked Kempeitai members were resigned after that incident of great shame and betrayal. The Kempeitai lost it's trustful position and has been underfunded and underestimated for a long period of time. However the demand of the Kempeitai's services has been rising since then and it was reformed and restored. However the glorious past of this agency is far from being reachable but the Theater of Operation's Command unit has been restored along with all the connections between the separated Kempeitai operational nodes and is operational at full capacity.

The current operations of the Kempeitai on internal and external affairs are led by the Section Nine command located at Matsue Base Headquarters. The shift in the chain of command was led by the mysterious disappearance of the Todo Ayakashi and few other high ranked Kempeitai officers. Further data on the Section Nine is unavailable and highly classified.

ZONE OF INFLUENCE
Doku Hebi's zone of influence is regulated by the Kusari official documents as well as ongoing missions briefings. Normal operations are performed in the Core Kusari space and Bordering systems as defined by the Kusari Legal Codex. Special missions may extend beyond the core territories if necessary.
NAMING FOR IN-GAME CHARACTERS
"Doku Hebi" is utilizing the following naming conversation for the in-game characters.
IFF: Kempeitai units are utilizing various IFFs for different situations. Usual used IFF's are Kusari Naval Forces and Kusari State Police. Freelancer IFF is used in covert operations. Other IFF usage might be applied if situation will demand so.
It's commonly used for the not covert operations. Naming is also regulated by the inner faction documentation.
Note that the official tag isn't used for the undercover operations of the Kempeitai.
FACTION RECRUITMENT
This article is under construction. We have no current plans on open recruitment. There are sami-open recruitment plans are currently being developed by the Kemepitai. We would like to involve the other faction, namely the KSP, into the process. However there are no stable or official KSP faction around at the time being so this way is currently unavailable.
The Kempeitai will be recruiting from the members of the KSP once the KSP faction of acceptable quality will appear.

Jokes aside, the background history seems adequate and engaging. The current goals of the faction are nothing new, but they way you RP certain operations is intriguing. I hope you gain more members and activity, hell, I may drop off a note in your application threa-... erm, do you have one ?
This is the test stuff I'm going to try out. First I'm going to drop the answers for questions that are going to flash soon.

2. As this is not a recruitment mean this is for independent Kempeitai players (I knw some of you are out there)
Okay, I'll go on explanations in few steps.
1. First is about the overall idea. The discovery trend is that amount of players who is up to join the particular official faction to attend the activity it can provide is declining and this is not a secret. So instead of pushing the plugs to force people to go the way we want we're going to help the players to have the fun they want to have in form they would like to get it. This little idea is currently on TEST stage. I want to see how it will work out for the period of the next month or so. If successful we're going to extend it to the few more areas.
To summ up - the [KPT] as a faction, not official, yes, but experienced in Kusari RP, is going to give a free pilots some business to attend if any would like to use this option to extend own RP and experience in the Kusari.
2. The mechanism of this cooperation.
In KPT we were designing the RP guidlines for ourselves and here we are going to share it with the players who would like to take part as an independent agents. We will provide access and regular updates to our own data base, our missions we've designed to play around with, our communication hub. Thus independent player will be able to take part in any of those activities, provide own information in form of reports that will be treated as well as other information provided by the KPT member. In fact you, as independent player, will be able to extend own RP through that mechanism to erase the edge between the independent player, official faction member or unofficial faction member.
3. Form, why we need this little issue?
You will be required to do only one thing to get in, it's easy. Just show me that you can provide a little RP story background for your newly created character or to shrink up your huge RP development to the few understandable sentences. Also you will be asked few questions about the Kusari lore and corrected if something is not correct before you'll jump in. So it's not a "filter", it's a help desk.
