Hello there High Command. Recently, I saw a Junker named Arsenal.Gear near Manhattan. I caught him on scanning range to discover that he was smuggling Artifacts. Unfortunately, he docked at Manhattan. Proof

If you made contact with the Junker, then responsibility for disseminating information concerning that incident falls to you. Our friends in the LSF have recently set up the BOLO system solely for that purpose.
In the event that you were unable to make contact with the smuggler before he entered atmo, the only advice I can provide is to forward the information on to the LPI's planetside Contraband Division and other Secondary Fleet Core assets. It's not the first time we've had problems with the Junkers, and I'm certain it won't be the last. In the meantime, keep a lookout. If this smuggler shares the usual propensity for charging straight at Naval forces, you won't have to wait long before you get another chance, Captain.

Although he wasn't communicating at me, I followed him to Manhattan where he sold the artifacts before I could apprehend him. What's the neural net link of the planetside LPI Contraband Division? And can I apply a BOLO for this smuggler?

You may issue a BOLO on the smuggler.
The BOLO system is available for use by all serving members of the Navy, regardless of fleet mustering. That same permission extends to Security Force and Police personnel. Any alert you send through on that system will make its way to the various agencies involved including, in this case, Manhattan's Contraband Division.
I'd appreciate it if you could spread the word on the new system to the rest of the Secondary Fleet Core. It doesn't do us much good to have BOLO in place if no-one's checking it for updates.
