Well, perhaps BAF or BPA would allow LN to assist in enforcing laws that both Houses share, but I'm sure there would be massive governmental problems with Liberty enforcing Liberty laws in Bretonian space.
Now....if Liberty was pursuing a smuggler/pirate across House lines...that might be an exception unless the pirate requests some sort of amnesty. But I doubt they'd get it unless there's some significant RP behind it. (LSI chases Rheinland intelligence agent in Bretonia, etc.)
The systems, where Liberty Laws are enforced in, are listed in the laws themselves, right?

So the laws themselves restrict Liberty laws and law enforcement to Liberty house space, am I correct?

The problem is that the line specifically states "(....) within their Zone of Influence", which certainly sounds like it gives them the right to enforce Liberty laws in New London or whatever, as that's within their ZoI.
Imo it's problem with awful ID wording, nobody with some common sense would expect LN to enforce Liberty laws in Bretonia, they're there to fight Gallics, and perhaps secure lines from piracy. Surely not lolengage Rheinland ships and junkers. (even speaking hypothetically if they were, they still would've to issue demands to transports)

We don't need Lib Capspam in Dublin hunting Mollys or some such garbage situation like that, the ID is fine the way it is.
I get what you say Sarawr!? but this is a loophole in the ID wording and it can be abused. And yes, as Pavel said, nobody with a common sense would do it. Bu you know, lolwuts...

If they don't intend to enforce Bretonian laws, all the better. But the main issue here is that the way the ID is currently worded, it allows them to enforce Liberty laws in Bretonia.
If the agreement with Bretonia doesn't include anything other than fighting Gallics, fine. The wording of the ID should reflect that, then.
But even if you consider that Liberty law specifically mentions it only applies in Liberty:
