It won´t change much, I doubt these people care about rules, otherwise they would know it is fine by rules. So this won´t stop them if they really spam you about this. I guess only thing you can do is again and again shortly reply "no, it is fine by rules and RP, feel free to report me".
Why does it need to be added to the rules. Just ignore idiots who cry RP because they got killed. If the ship is compatible with the ID why does it matter where it's sold?
If you looked at it that closely then tell me why you can only buy 3 ships on a whole planet?
If it is all such troublesome why not just rename the requit id to outofrpid or schipsetupid and make shure it can only obtained till lvl30 . so like the id will not alow you after lvl 30 to exit the last landed location until a more fiting id has been bought
People always complain about the ship you fly if it's not what they expect. Doesn't matter what ID you have. Could be a specops ID, still get complaints.
Gotta suck it up and move on. Thats one of the drawbacks of flying something special.
The setting up process is itself OORP, nobody can dispute that because it says so on the recruit ID. Of course they will complain about your choice of ship but... that just comes with the territory.
I remember when GMG Hvy Fighters were found only on an RM BS station and our bombers were only found in Omicron Lost. I don't think we've ever managed to figure out a way to make setting up a ship an RP process. So....simply ignore the whiners. If they start threatening sanctions, report them. I'm sure some admin will have fun at their expense.
