The current ZOI for the Bretonian Privateer is as follows:

1st problem:

So, can they do what they do inside Bretonia, or not? Its on the ZOI, but does that mean you can only attack ships hostile to Bretonia inside Bretonia, not just 'any ship' as is stated in the ID rules, which still applies everywhere else in the ZOI...? This has confused me thus far.
2nd problem:
Although I don't mind having the Omegas on there, its sort of useless at this point in time. In the omegas, Privateers basically act as pirates and get treated as such, not as ships hunting pirates, or enemies of Bretonia.
Gallic Borderworlds: this is Orkney and Faroe I assume, not Gallic systems bordering the Taus. I find that tad bit limiting under the circumstances.
Why not add Gallia AND Kusari in there, and cut out the Omegas. Since its only indiscriminate piracy that Privateers seem to commit out in the Omegas, and there's no need of that (privateers attacking freelancers and zoners). When in fact, you privateer in the Taus, territories occupied by Bretonia's enemies, and can't even pursue a Gallic corporate ship into Gallia or Kusari. Everyone knows there are major trade routes running from Gallia to Kusari now. If Privateers are out to disrupt shipping, they certainly can't go far to do so. All a Gallic ship needs to do is make it to a jumphole or gate to Gallia/Kusari space and they're safe. This, to me, makes no sense.
I know Bretonia and Kusari signed an armistice, but inrp it must be shaky since Kusari has opened up for trade with Gallia. A BIS ship caught in Kusari might cause 'bad relations' or hostilities, but Privateers are not openly sanctioned and would not be openly tied to Bretonia (leaving the kingdom off the hook).
Even if it was phrased 'Gallic and Kusari systems bordering the Taus, Rishiri and Lyonnais' This would open up the northern trade route as fair game.
Honestly, I also think simply removing 'Bretonia' from the ZOI in exchange for Gallia/Kusari would be a reasonable trade. Why need Privateers to operate inside Bretonia when you have police, navy and intelligence already doing so, and its rare that Gallic non military ships ever enter Bretonia space.
What I find would be reasonable:

BIS can go all the way into Gallia or Kusari at their own risk, Privateers get limited to just inside those territories and known shipping route systems.
Sorry but if you want to attack random ships in the Omegas, I don't think the Bretonian Privateer ID should be your 1st choice. Go BIS, or the good old fashioned Pirate ID. Privateers should be concerned with stopping Gallic goods flowing from Gallia and interfering with their economy, rather than hitting Freelancers and Zoners way out in the Omegas.
IMO, I would also consider Languedoc as part of the Gallic Borderworlds, as it was the original border system between Sirius and Gallia.
I don't see why Privateers wouldn't be able to go into Gallia proper, anyways. There is certainly RP justification for it, and they could probably expect to find aid/assistance from the Gallic unlawfuls, just as they get it from the Outcasts in the Taus.
Ok this makes more sense. I'd still like to see Nagano, Rishiri and Kyushu in there. I also understand about the Corsairs but it seems less dangerous to Bretonia at the moment and a fair trade for more Kusari access.
