- Cannot dock transports with more than 3,600 cargo within any House (POBs included), except on GMG, IMG or Zoner bases.

That doesn't actually take away the exception, as you could still argue a Zoner-IFF'd PoB is part of the 'exception' clause.

If you really think the rule isn't clear enough as-is, then it's a good idea to word it in such a way that it can't possibly be misunderstood (:
