Apart from the nerf, they seem harmless, but someone brought this up in TS and it went something along the lines of:

Player should follow the restrictions and allowances listed in their ID and their roleplay and conduct must match the actions of their characters. In cases where these restrictions and allowances conflict with the server rules, the ID overrides the rules.

Discounted IDs have in description "this ID is no longer valid, buy the valid ID asap", or something like that, so I'd assume yeah, if you use them for anything else than conncamping, it's meh. Still, just to give you sure answer on that, I'll ask admins to check that thread.
As the name suggests, discontinued IDs are not considered IDs anymore. With that in mind, flying a ship with a discontinued ID mounted would rule-wise be the same as flying with no ID at all, and it would be treated as the same violation. You are of course free to collect those IDs on your armory or storage ship, but it can't be used as the actual ID of the ship.
