For the sake of balance.
If you attack a pirate and he shots back and is then ''defended'' by 20 more unlawfuls, it is your fault for dying horribly then.
Is there any unlawful faction right now, whose sole purpose IRP would be attacking military targets considering the strength of their organization and the plausibility of success?
Random idea, feel free to cry away.

Corsairs - they are attacking Rheinland and Bretonia civilian and military targets to pirate and expand. It's marked in their vanilla ID. (didn't placed OC here since I'm not sure if they have expansion plans or they simply smuggle and pirate)
Then shall we split these unlawful IDs into two things?
Pirates and Terrorist organizations?
With the appropriate ID limitations involved.

Such players become well known within the community and then stomped out. Forcefully.

In addition to the ones already mentioned, I would think we would also add:
Honestly, i don't see the point of such measure, in part because that you will engage military/police targets most while, with some exceptions, they must make a demand if the target is a transport of sorts, and beinf rational, will you demand something to that military/police who's trying to kill you?
