Well, not 12 seconds it seems. I'm surprised the 12 seconds are so exact, it's like someone purposely counted the whole time, then got shot and went to report.

12 seconds is more then enough to be honest. You can respond with a simple " Hello ", but not wait a lifetime and then report about it because the one getting stopped thinks he didn't have enough time to say a simple sentence. Response shouldn't be taking longer then 12 seconds, I would of waited 10 and if no response, he would of been dead.
Also, is there a rule saying exact time? If so, we shouldn't be arguing about it.
" before allowing sufficient time to respond " is in a line of 3.1. It says sufficient time, so how is the one stopping someone, supposed to know what 'sufficient' time is?
