Actually, it was also "vanilla" lore that Liberty ships didn't get any better than lvl.5, but that is in the past.

A daring push into California by the GRN, and an assault on Planet Los Angeles could be that dent into Liberty invincibility.
It could also be the "Battle of Midway" for the Gallic side, in which their attempt to crush the Libertonians is heavily foiled by the allied forces. From them on, the Gallic side looses its footing, and starts being pushed back, paving the way for the advancement of Gallia plot back to its borders.
California will be "Midway", and Leeds will be "Leningrad" of the Gallics.
As for the Libertonian side, maybe they loose the Yukon, maybe they get some scars on the Planet. But they will have more strength left than the Gallics to start pushing back. Together with the Colonials and the Bretonians, and the Council/Exiles pressing elsewhere.
You just need one major defeat to start reversing the trend.

In the Bering/ Hudson front, maybe replace the destruction of the jumpgates with some Libertonian fortifications in the systems. The Rheinlanders weren't defeated, but Liberty had the advantage to move up in the field. It's a very light proposal.

Coming here with a crappy idea and telling me to figure it out how it could work and then blaming the decline of the server on my negativity (while I've just told you why your idea won't work) is not the best way to improve roleplay and gameplay. If you propose an idea, why don't you think about how it could work yourself? Come back with an actual, ironed out concept which has more basis to it than "let's pretend there is no war while we get actual reports daily about our soldiers shooting eachother", and we can talk.
The concepts of either Gallia smashing on the doors of Liberty while Rheinland deals with it's own pirates and rebuilds or Rheinland asking for Gallic help to rebuild the gates, or even Liberty and Rheinland agreeing on a ceasefire has more merit to themselves than your half-baked idea. But of course if you still want to share us the other half of it, and tell how you imagined it being a cold war while actually looking like a cold war too, I'm all ears.
Actually, I'm curious where the talks between Gallia and Rheinland are at the moment.

Sounds good actually, but that'd require the storyline to commit to wide-reaching changes and quick gains and losses of ground...I don't see that happening. The conquest of one system was touted as a massive change for 4.87. Discovery has 200 odd systems. You can figure it out yourself.

Following your own lore is one thing, but force other people to follow your lore without their approval, is bad. You just destroy the game and its community.
Seeing as Lore is the basis of ALL story development in the game, ignoring lore is stupid, and shouldn't be done. So yes, it is the Bible of Discovery, in effect, if you have a problem with the developing story of Discovery, then why do you play it?

Ship (and weapon) levels were a gameplay construct that had little association with lore.
The rest of your post is filled with decent ideas; I particularly like the Midway analogy.

the dichotomy is very simple: the civilian government wants peace but the military wants war.
So the military makes peace and restores the jumpgates, but the hatred between the militaries has not reduced so they regularly have brawls, and make up excuses for the "strange loss of ships" to appease the civilian government.
actual dialogue would go more like
- Sir, we have rheinland warships on radar, their guns are powering up
- inform the admiral that they are breaking the ceasefire.
- oops my radio mysteriously broke, damn microsoft
- alright boys lets go give those krauts a good beating, power up the weapons!

At first: Things can change.
At second: Countless Rheinland military players dealt with it by ragequiting. I don't wanna be next. If you allow Rheinland to conquer Texasburg, or -at least- do something profitable inRP, then activity will rise. I am pretty sure it will. If Rheinland players will have some hope, they will bring effort into game. Also, what is developers' plan with Münster base module which is now in New Hampshire??? I would like to know it. Also, is there some chance for Rheinlanders to get it back?
At third: Adding California into GRN zoi would rise activity too if not Texasburg. But GRN should secure Magellan and Cortez to cut Liberty and Bretonia from each other. Then they would push into something else.
