So on my ID, it reads that I can kill people if I feel like it. I'm a really mean guy.
However, within the realms of RP, I could do anything to the guy before I kill him. However, I am not so sure if those realms are in line with the rules/IDs themselves.
For example, as stated above, with my ID I can kill people if I feel like it. However, would I be allowed to give my target mercy as long as he complies with a demand? (e.g drop credits/cargo or leave the system etc.)
Yeah, I'm just wondering if I could spare the Xenos/Hogosha by making a demand instead of shooting it.
This applies to IDs in general where you can shoot something on a whim.
Well, if I was a Xeno, and I spied a juicy Kusari train crossing the border, I'd demand money to maybe not shoot him. Then I'd shoot him.
In-RP, it makes sense. You could shoot the dirty foreigner (for the heinous crime of being a dirty foreigner), you could extort him for money (for the heinous crime of being a dirty foreigner), or you could do both.

I think that in the case of a Xeno or Hogosha you can't demand cargo or credits as long as you are in Rheinland, Liberty or Bretonia. I may be wrong, but I don't recommend going down the lane of ID legal loophole exploit.
Some Id's have in their rules the "can attack anyone, except transports". In the case of transports, they would have to fall under the piracy line to be attacked.
Some other Ids, like xenos, have a "can attack x faction everywhere", which would imply that it can take down transports without demands.
however it's is indeed a risky business that you're asking. If a Hogosha finds a Junker in Liberty, but let's him go after extorting some money from him, he would be liable to get a sanction, as his rules mean he can only attack Junkers, and not pirate junkers (or any other person) in Liberty.
If the target offers himself to pay for his life however, it's more of a bribe than piracy, and it becomes a case of you not enforcing your id right because of the circumstances.
