If the former, I just watched it happen. An RN npc task group ignored a Hessian that was in the act of pirating me. After I died, he just sailed away and they did nothing.

1.3 Every player must have one ID equipped on their ship. Player should follow the restrictions and allowances listed in their ID and their roleplay and conduct must match the actions of their characters. In cases where these restrictions and allowances conflict with the server rules, the ID overrides the rules.
If they are on some secret mission then there should be some substantive underpinning to support.
Normally rephacks will cover the situation, if the rephack allows it then you are probably safe.
Thank you for the clarification, but that would bring up an additional issue that the player was abusing the mission system since it was a PvP pirating. However, I do not believe that to have been the case since we crossed a jump gate in the course of the chase.
In any case, just another reason to avoid Hessians.
edit: Should anyone be thinking of asking, I do not have logs or screenies, so I cannot substantiate an accusation. That is why I have been vague.
