History of the Samurai police
The Kusari State Police, were created on the general pattern of the Samurai Police of shogunate Japan.
In 322, the new Shogun ordered a reorganization, presumably as a chance to move remaining Hideyoshi loyalists out of the way, and to gain better control of the police.
Instead of the numerous autonomous organizations as before, the KSP were all gathered under the banner of the Machi-bugyohsho, and tasked with policing commoner and samurai alike.
Noone knows where the metsuke (semi-secret inspectors tasked with policing high-ranked samurai and lords) went - they may report to the Machi-bugyoh, they may be gone - or they may report directly to the Shogun.
Either way, there have been no O-metsuke at the court since 322.
The Samurai police today
The Kusari State Police of today is small in numbers, as it has always been.
They handle the delicate task of managing the daily politics of Kusari, and need to be able to handle gaijin and representatives of the Farmers Alliance, Samura or Hogosha alike. Since both the Kusari companies, the FA, and the Hogosha tend to do their own 'policing', the State Police are mainly tasked with controlling the gaijin, pirates and disruptive elements such as the Golden C or the Blood Dragons, and taking care of the cases when internal politics spill over into the public room.
Traditionally, they would also be tasked with policing the naval forces, but it was more than two hundred years since a KSP inspector were last seen on a KNF vessel.
Some take this as a proof that the KSP power is waning, other take it as proof that the metsuke still exists, and report to the Machi-bugyoh, while yet other point out that the KNF and KSP cooperate on an almost daily basis, with little real friction to be seen. Zone of Influence: Kyushu, New Tokyo, Shikoku, Honshu, Hokkaido, Fukuoka.
Internal organization
The Kusari State Police are headed by two Machi-bugyoh, who serve as judges, magistrates and chief of police.
They are seconded by a small number of assistant magistrates, the Yoriki.
The 'regular' police officers are the Doshin.
Recruits will be required to serve time as assistants to the Doshin, Homono.
The time of service as Homono is indefinite - until accepted as Doshin, or until rejected.
The Machi-bugyoh are directly responsible to the Imperial Court, and they are high-ranking samurai that apart from judging can also set state policy.
Machi-bugyoh have access to two (2) Kusari gunboats to deploy additional and support firepower on special missions.
Machi-bugyoh gunboats are deployed in different systems and never travel together, or venture outside the core systems.
The Yoriki are assistants to the Machi-bugyoh and are responsible to take care and command of day-to-day affairs.
The Yoriki are also the executioners of the Kusari State Police, and because of this, while being high-ranked samurai, are banned from the royal court for social stigma.
They would be the highest ranking state police seen regularly in space.
Yoriki fly Wyrms most of the time but are also allowed to use Kusari bombers, commisioned from KNF.
Yoriki are the most experienced pilots in the state police, known for their skills and resources when in a Wyrm but not so feared as the Naval Forces Katana wing when in a bomber.
The Doshin are the patrolling police officers.
They patrol the lanes, enforce the law, and deal with the delicacies of implementing Kusari politics in real life.
Although lowest in rank among the state police, they are samurai and so outranks any corporate - at least in theory - and any gaijin in theory and in practice.
Wyrm is the standard fighter for the Doshin.
The Homono practice with Drake until promoted to Doshin.

Kusari Naval Forces relations
With the war, resources as well as authority passes to the naval forces.
Still, internal security is considerated a state police matter.
In the interior the state police keep the peace, set policy, control trade, fight piracy, insurgents, smuggling, set policy on contraband, handle trade tariffs and civillian licenses.
In any joint venture with the naval forces, basing on the circumstances (place, threat type and level, target status) the highest ranking samurai will assume command.

The Dragon is a Kusari military fighter, at least in vanilla. There is a Blood Dragon version also...? (I am at work)
About Fukouka, you are right, about Hiroshima... We'll have do discuss that with KNF High Command. A KSP Yoriki in Hiroshima could be suspected to be investigating the KNF, after all...
I might add that I would really like a few players with experience from KNF and KNF roleplay to join up with a character, to give some Kusari experience to a fledgling faction (no, I don't expect you to leave the war effort. Split personality for the win!).

Looks good, although I'm with marauder on nixing the capships, KNF seem increasingly active ove the last few weeks, it shouldn't be hard to call in the big guns, and if you're really pushed I'm sure Zealot won't mind rounding up some AFA to deal with any problems, whilst the KSP are drinking sake and munching sushi.
Secondly I do so very hope you've paid the deposit of 500million, it would be a shame for you to get a no, based on not fufilling that one criteria

Meh. I thought I had read _everything_ on creating factions. 'Faction creation rules', 'So you want your own...' etcetera.
I did, however, not read 'ADMIN NOTICE', and was not aware of the fee. Myself, I think I can only bankroll around a hundred millions (at work, so not sure - Tradin'Seb has been hovering around 50-100, and I have a couple of mil sloshing around on the other chars. I've never powertraded as I have had nothing to spend the dough on).
So, again - meh. Need to close down, collect the funds, and restart, or can the thread live until funds are available?
